What happens if you dont sign on the dole?

my friends partner is unemployed but seeking work, he refuses to sign on the dole for job seekers allowance as doesnt feel comfortable claiming benefits, I have said that for NI contributions he must sign on but he still doesnt agree, what would happen if he doesnt?
